Campaign Background
The Department of Health is a devolved Northern Irish government department in the Northern Ireland Executive. As with the devolved governments of both Scotland and Wales, the Department is directly responsible for health and social care in Northern Ireland and its population of almost 1.9 million.
In March 2020, the Department of Health launched a Covid-19 emergency recruitment campaign with the objective of rapidly building a directly sourced talent pipeline of temporary staff to ensure additional workforce capacity in the event of the health and social care system being overwhelmed.
HST was engaged by the Department of Health to design, build and manage the HSC Workforce Appeal on behalf of the five Health and Social Care (NHS) Trusts and Northern Ireland’s Ambulance Service.

Campaign Overview
HST provided the Department of Health with a talent acquisition strategy that included campaign branding, process design, advertising campaigns, outsourced marketing, recruitment technology and application management support.
HST acted as a single point of contact for all stakeholders and suppliers, and was directly responsible for the implementation and on-going management of the emergency temporary workforce initiative.
The HSC Workforce Appeal was advertised extensively across Northern Ireland to generate applications from health, social care and general support staff, while HST also designed applicant pathways for final year medical, nursing and allied health students alongside GMC and NMC temporary registrants to rapidly join the system
Over the course of 35 days, the HSC Workforce Appeal Recruitment Project Team, which consisted of 162 people working remotely across 9 organisations due to Covid-19 restrictions, managed the largest recruitment campaign of its kind in Northern Ireland generating 20,085 applications.
